Carol Hubbard is the Executive Director at Neighborhood Healthcare PACE and a healthcare leader with three decades of experience, including nearly 20 years in executive roles within PACE. Her expertise includes leading mission-driven organizations that provide person-centered, integrated care for medically complex older adults. Prior to joining Neighborhood Healthcare, Ms. Hubbard consulted with several PACE programs and served as CEO, Executive Director, and Center Director of St. Paul’s PACE in San Diego, which cared for more than 4,000 individuals across three centers and eight alternative care settings. She has also held leadership roles with the California PACE Association and National PACE Association, including service on public policy, advocacy, and regulatory committees. Ms. Hubbard earned her Bachelor of Science in Occupational Therapy, summa cum laude, from Quinnipiac University and is a Fellow of the LeadingAge Leadership Academy.
